Town Tries to Justify Seawall by Changing the Rules

"The town of South Kingstown [Rhode Island] has formally asked the state Coastal Resources Management Council to reclassify a portion of the eroding Matunuck shoreline from Type 1 Coastal Headlands, Bluffs and Cliffs to Type 2 Manmade Shoreline.
