If Polluted Runoff Doesn't Get to the Beach, It Can't Pollute the Beach

"He was most interested in a retrofitted pipe at the end of Iula Street, which, testing showed, reduced the discharge of fecal coliform bacteria that previously flowed into Banks Channel from that pipe by 99 percent.
