Sewage Outfall Pipes in Santa Barbara Coastal Waters

Of the five outfall pipes discharging into the Santa Barbara Channel, three are in 20 feet of water or less -- in the surf zone. Another is not even up to secondary treatment levels, and is pumping into the ocean a "secondary blend," a mixture of primary (basically raw) and secondary sewage.
